Coperto in Rome: Is It Legal?
Coperto, servizio and tipping are different parts of a Rome restaurant bill. Know which charge you are seeing before you order.

Coperto is a per-person restaurant cover charge. In Rome and throughout Lazio, current regional law prohibits additional coperto charges. A separate service component may appear only when it is clearly communicated before ordering. Coperto is not a tip.
Is Coperto Legal in Rome?
No. Lazio Regional Law 22/2019, Article 75, prohibits restaurants from adding a coperto charge. For table service, the price list must be available before ordering and any service component must be clear and easy to understand.
A charge called servizio is not automatically coperto—but it should not first appear as a surprise on the bill.
Coperto vs Servizio vs Bread
Coperto is the prohibited cover charge. Servizio is a service component that may be listed separately when disclosed before ordering. Bread may appear as a priced menu item.
Check whether an extra is per person, a percentage or a separate item. Different wording does not make an unclear charge reasonable.
Do You Tip in Rome Restaurants?
Tipping in Rome is generally discretionary, not an automatic 20% addition. For good service, rounding up or leaving a small amount is a personal choice.
If servizio already appears, understand it before adding anything. Coperto, servizio and a voluntary tip are different.
Check Before You Order
Near a landmark, hunger and fatigue can make a vague menu feel acceptable. Check food prices, service percentages, bread charges and per-person costs before ordering.
If something is unclear, ask—or choose another table. Review the Rome restaurant bill calmly before paying.
The mistake is not missing an Italian word. It is accepting uncertainty because the restaurant is convenient.
